Mr Desmond Plummer leader of the GLC and Mr Christopher Chataway leader of the Inner London Education Committee crew two sailing dinghies from Putney to County Hall to test for themsleves the pleasures and hazards which Londoners can find on the Thames. The trip takes place three days before the GLC sponsored River Thames conference.

A wave from Mr Plummer and Mr Chatawy as they arrive at Westminister.

But, I ask you:

1) What year?

2) Are any of our current crop dinghy sailers?

we have a very similar photo of us sailing Iska, Merlin 6 right in front of parliament during one of the Tideway races about 12 years ago. Somewhere on the pathe news website you can find a video of an early tideway race. worth finding for the BBC style commentary.
