Looks like the Foil Dinghies that used to be hired out on many a boating pond including Regents Park - and the one in Central Copenhagen, which reminds me its getting to the sun bathing season, as Bill Bryson so memorably described the secretaries sun bathing and jogging round the said boating lake!

Certainly a Foil. My Uncle built one in the late 50's, which on its way back from it's first sail came off the roof of the car and smashed it's transom and surrounding hull. It was then kept in a shed for 40 years. Sadly, by the time I was able to do anything about it, the boat had sadly gone so brittle it wasn't possible to save her.
